According to several articles I just read because of this question it seems likely. What an interesting chance to better understand continental drift for scientists, and likely a very frightening experience for those living in the region.
But I conclude that it is all due to global warming and 100% George Bush's fault. :P

We don't know. Assuming that the rifting there continues, then yes, it will eventually become a sea. This is how the Red Sea formed. However, sometimes rift zones such as this stop spreading before they become open to the sea and we don't know why some continue to spread and others do not.
