Is there any popular websites with a community similar to AnswerBag where people create polls and vote instead of ask and answer questions? (For Wii owners, something similar to the Everybody Votes channel.)

The two closest ones I can think of are the blogs (I am on Yahoo 360) and the individual membership groups. There are surely others, but I only know about the ones I belong to.

There is a site called http://standpoint.com/ where people post their opinions and beliefs about various issues. It's not Q & A site but it has the same "feel" as this site does.
