No. However, if you are an employee, you must make at least minimum wage. However, most people who work for this arrangement are not employees.

- Okay because I went to a grocery store and i didn't tip the bag boy.. which i've never seen anyone do, and the cashier yelled at me and told me they work for tips only, so i called her a liar. Just making sure i wasn't the dickhead.

- You may still be a dickhead. First, in most jurisdictions it is legal to only hire someone to work for tips if the tips amount to more than minimum wage. Second, often time’s stores will allow a person (or an organization) to carry out bags for tips as an independent contractor. An independent contractor can work for whatever they want.
