Neither. The only time cedsorship is encouraged is in such times as there are military secrets, tactics or the like that should never be published or made public. In times passed, it was referred to as "Loose Lips Sink Ships", and this still holds true today, only we have some treasonists who believe it is worth soldiers lives to embarass a politician. i.e., the New York Times
censorship is proactive whereas redaction is reactive. if i were a good republican, i'd say that these two tactics are both essential for the preservation of liberty. of course, i tend to have adopted more of a lockean than millian view of liberty which thrives, at least in my own head, without censorship or redaction.
They are both the same thing.
