Are you referring to this; "Plus ça change, plus c’est la même chose" which translates into English roughly as "The more things change, the more they stay the same". This was originally said by Jean-Baptiste Alphonse Karr.

How about "the only constant is change"... sorry, don't have a reference to cite at hand. Quick web search attributes it to Isaac Asimov and someone named Heraclitus.
