The people that do this are not really ready for a real relationship, all they are usually looking for is sex. Sex is indeed a relationship, but you cant base it entirely upon this if you do it will fail, these people are not looking for anything permanent, many will even try to sabotage their own relationships when they see they are getting to close to the person, that way they can leave them and move on. The simple answer is they are just not ready for anything serious yet.
