I think it's the other way around. You have to export. You have to have a product that is in demand and the facilities to manufacture it. That means you need a sufficient amount of people to do the work, hence jobs. When people are working they tend to spend a little more so the money is infused back into the economy. Importing provides us with goods but fewer jobs.
