Growth is defined in something or someone getting bigger or changing in size.
Whereas development is defined as something changing for the better, not necessarily getting bigger, maybe stronger, smarter or just different.

Just my guess:
Growth involves size change only.
Development suggests change in things other than size, like characteristics.
