Your procedure is almost correct. Using warm water dampen the cloth enough to where it is not dripping but will leave the fur wet. Don't go as high as the front legs, from mid-belly push in a little and work your way down as you described. Yes, your bunny can get sick and have kidney problems if he doesn't go. If this lasts longer than three days, then you need to see a vet. Are you absolutely sure that your bunny hasn't gone while you weren't looking? And how old is it? That would help me better give you a heads up on more info.
I'm really really really curious of what it is that you are doing. But I doubt it's a very strict rule... He might be a little constipated, but I doubt it could be life-threatening.

You're reading I read online that you have to help a baby rabbit use the bathroom after you feed it. It had directions, but my bunny hasn't went. He squirms around as I go through the procedure which makes me wonder if I am doing something wrong?

I'm not absolutely sure it hasn't went, but it is only about a week old. It's eyes and ears are still closed.
