It should be considered racist but is not.
First, in any positive said about an ethnicity there is a negative. For example "all Asians are good at math":
1) if Asians are better at math than others, that means that others are not that good because they are not Asian,
2) an Asian who is not good at math is likely to get flack because of this.
Here is the definition of racism:
"a belief or doctrine that inherent differences among the various human races determine cultural or individual achievement, usually involving the idea that one's own race is superior and has the right to rule others."

Even if whatever you are saying is completely positive, it should be deemed as racist as the reverse because it IS judging by race, not person. Both sides of the coin meet the criteria of the definition that states: "a belief or doctrine that inherent differences among the various human races determine cultural or individual achievement."
It could be. It depends on the intent. If some is saying well at least they ..... very well, they are inferring that they can't do anything else well.
It could also be a compliment, contradicting what the listener has previously stated about a certain race.
