You can dress any animal up in clothes, as long as they are not too tight and therefore a health risk. Cats and so forth usually are adverse to clothing, but there is a possibility for them to become familiar and comfortable with it if you start at a young age.
Every animal reacts differently, they will waddle, stretch their legs awkwardly and shake about, perhaps a whine to show they are uncomfortable, yet over time they should relax.
Some dogs and cats just don't like being dressed, so it really all depends on the animal and its personality.
