I think it depends on the bird! Some are born scruffy and featherless. I think after a few days they probably end up cuter. Baby chicks are cute!
They usually look ugly as babies (eg., the baby blackbird below), to match the "raw" surroundings so that they're protected from predators. When they become adults, like this adult male blackbird, they finally take on a sleek and handsome appearance.

Chicks are cute....most newly hatched baby birds I'm afraid are ugly! One has to look for their potential.
To their parents they are.
Not when they're born because they look like plucked chickens, but after feathers come in, yes they are!
Not when they first hatch out. They are just ugly little lizards. When they put on some down and a few little feathers, many are kind of cute. At least their parents think so....
