Yes, they can flash their tails as deer and elk do, but they are not waving at you. They are signalling to the rest of the herd that something is wrong and potentially dangerous.

Having kept a herd of 28 milking goats in a previous life I can honestly say I have seen them up on roofs, limbo under fences, almost climb trees, jump on childrens' backs, but never seen them wave!
