Because a layer of air is trapped between the two jumpers creating more body heat.The jumper is effectively only 1 layer.
It's the same with gloves and mittens.The gloves although they keep your hands warm are not as efficient as mittens.If you think about it all the fingers are in the same space with mittens creating the heat. In the gloves the fingers are separated.
