1) Because they commit more crime, 2) because they are often less educated and thus, more likely to confess to a crime, and 3) as a percentage of their population, they commit more violent and street crime, which are crimes that are easier to investigate and prosecute and have more officers working on them.
Lack of education,skills and discrimination lead to crime. In some parts of the country I think you'll find that Latinos are a very close second.
Do you think we should put tracking devices on prisoners, in the event of escape?

When people are guilty of probation violation why aren't they just tossed in jail? Why no consequences in some cases except a lecture?
