The school should have a standard policy in place to deal with bullying. It will likely differ in 3rd grade than it would in 7th grade, in that it would normally be more lenient since 8 year olds aren't as aware of how intimidating bullying is to people.
Some schools have anti-bullying campaigns and older students who are part of the anti-bullying committee wear special jackets that are recognizable and go out that way on the yard during recess so children who are being bullied can approach them.
Shoving is a slightly different matter. That becomes a physical attack. Your child has got to keep his or her hands to themselves.... period.
If you are referring to punishing your child at home I wouldn't. Instead I suggest you sit down with your child, read a book about why a person shouldn't bully anyone, write a letter of apology to the other child at school and have a discussion about school and why the bullying began in the first place. Definitely stay in contact with the school and demonstrate to your child you are on their side and are willing to work with them.
