Hooray, someone answered my question! Thank you. Pedometers are cheap and could be given out in schools and perhaps doctors' surgeries. They wouldn't do any harm and they might just do a lot of good, I think it'd be money well spent.

I agree that it would be a good investment in theory.
However, it simply couldn't be enforced. That's why I think it will never be able to happen no matter what the possible progress it would have.
