You're reading I'm trying to loose body fat and have been running on a completely empty stomach before breakfast for 20 minutes, five times a week. Is that the best time of day to do cardio exercise if you want to loose fat?

I agree. Spot reduction is an illusion at the very least. While there are areas of the body that where you'll notice weight loss first (for women usually the hips or thighs) it's usually just because you are overly aware of that area in the first place and more apt to notice a change.
