I don't see how they'd let you wear shorts. I wasnt allowed to have anything on under a gown for foot surgery. They sterilized my leg all the way up to my thigh for my foot.
ACL surgery is still a sterile procedure however if it is happening at the knee, you can still wear shorts in. They will still create a sterile field by draping with what's called sterile curtains. Your short will be no-where near the surgical site. Your shorts are no leass or more sterile than the patient gown they gove you to wear into the surgery.
