Depends on tattoos and content. Something offensive they can refuse by law and too many tattoos they can refuse under non conformance to dress code.
But tattoos covered then there is no problem
No they cant. If they would they could at the sametime refuse people with piercings(Self mutilation).
You can't refuse to hire them for two reasons.
first - it's discrimination
Second - far too many idiots have scribbles all over their body now to persecute openly.

I do have on tattoo on my inner forearm. It is japanese kanji with a background of traditional japanese clouds and cherry blossoms. It's not very big and not offensive, but I would hate to spend time getting my teaching certificate only to be turned down.
