You're kind of comparing apples and oranges there. Offset printing is a process by which things are printed. Usually in large volumes. And since the introduction of vegetable inks, lithography has taken a back seat to flexography- especially in the packaging world.
A common poster probably wouldn't be printed using lithography at all unless it has a huge circulation. It's just not cost effective. In smaller quantities, it would probably be printed on a laser printer.
