no.
you have to go through mexico first
but if you go
don't get your passport stamped
because then you can get into trouble

Yes, with a license from the Treasury Department's Office of Foreign Assets Control.

Alternatively, you can travel there from a country that does not have the restrictions that the US does. Canada and Mexico are examples.
