Bass, alot of bands seriously need a bass player
Learn piano. This way you really learn music and theory and picking up guitar will then come pretty easy (they say). I play piano and wanted to learn guitar but my fingers are too short to play.
I would personally go for piano. It is so beautiful and reasonably easy to pick up. Or just do both!
Learning to play the piano helps you to read music, learning anything after that comes more easily. I'd say start with piano, then switch to bass.
I'll assume you can't learn both. As an old school rocker chick, I'd say learn the Bass. It's an oft overlooked instrument in favor of the guitar, but it represents rhythm, the very foundation of any good song. My personal favorite Bass player of all time is Led Zep's John Paul Jones. Ironically, he's a keyboardist first! Good luck!
It depends, If you want to work a lot go with the Bass guitar. I know a LOT of bands and they are ALWAYS looking for a Bass player.

Piano! Its a beautiful instrument!
Your fingers aren't to short to play guitar.
Trust me.
I have been giving guitar lessons for 10 years.
I even taught my niece from the age of 3 - 6 and
I'm sure her fingers are smaller than yours.
It just depends on how you hold the guitar
and you have to build finger strength which
might take up to a year. So assuming you can't play
guitar is merely being weak willed.
But Bass or Piano? Definitely Piano.
