Because the color of carrots is similar to the color of red hair. Given modern rules of dress, the top is usually the only part you get to see.

Ignorance. Some redheads arent exactly RED they are quite orangey, and so are carrots. So, yea, I think that term is pretty dumb but..I think thats why.
