I think a lot depends on who is telling the joke. I don't think that there's anything wrong with a bit of tongue-in-cheek banter, and jokes like this which play around with jokey stereotypes are often okay as they are just meant in jest, but they are sometimes told by people who believe in the stereotypes they are portraying, and are telling these jokes to deliberately insult and belittle the Irish, or whoever the jokes apply to. Of course being Irish yourself would also have a bearing on whether you find it offensive or not.

An Irish person wouldn't find this offensive. an American-Irish person probably would, because they are overly patriotic.. Even though they only say it for the nostalgia, The Irish wouldn't recognise them as Irish.. So yeah, depends who you tell it to.

I've got Irish in me. And no. You could substitute any kind of person and they'd get it. But only an idiot would get huffy.
