It would depend on the type of service.
Dallas is the largest, big airport, etc... Austin is just a little south on the Interstate and is the state Capitol. San Antonio is smaller, but again just south of Austin (a long drive). Houston is a big city but at the same time has many rural aspects. I have seen deer feeding on lawns next to a busy gas station in the middle of town.
If you need lots of people, excellent transportation hubs, many resources - then go for the Dallas - Ft Worth area. If you want rural, trucking, ranching, and farmers - then San Antonio.
Depends what kind of service you are offering. All these cities are thriving with all kinds of businesses. The Austin area is the fastest growing area right now. It would be good to start there with a new business. There are all kinds of businesses starting there.
Houston has a lot of oil and gas businesses.
Dallas I'm not too sure, except I know there are many rich people there.
San Antonio has a large Hispanic population, therefore, if you do your homework, you can tap into their economy and market to them.
