I know you cant recive a fax on a non fax line but can you send a fax over a non fax landline to a fax landline?

To fax - you must have a fax line on both ends

VOIP is not good for faxing generally. You will have greater success in sending a fax than in receiving one. You really need a land line to have successful faxing.
