It really depends. If what you want is a relax holiday you can fly to Lhasa, and you can find good and expensive hotels there. So far as I know they now have Four points, and St. Regis to be open maybe next year. If you are backpacked and stay at guest houses around Bakhor street, train is for sure cheaper. But keep in mind you need a permit to enter Tibet. Try google for some join-in Tibet railway tour.
