You're reading I've never bought anything from apple. I have AT&T. Can i still get the iphone 3GS for $199 without paying more than that price?

well yes with all the contract and billing and stuff but without paying like $399 for the iphone just because im new or some other reason

From what I've seen, if you are new OR at the end of your contract then yes. But if you are mid-contract then no; you are looking at $399.
Obviously, add another $100 to both of those prices if you want the 32GB instead of the 16GB.
