Yes, but I think more billiards is to snooker as chess is to checkers. Checkers (or daughts as we call it in England) is a much simpler game than to learn than chess and is played on the same board as chess. Billiards is a much simpler game than snooker (or pool) but uses the same table as snooker or at least a similar table to pool and the same type of equipment, cues, chalk, ... The lack of complexity / sophistication make both billiards and checkers less of a game / sport than pool or chess to me, but they are ideal for a beginner. (Both sitll require a great deal of skill to win - but ....)

The two both use cloth covered tables and sticks used to hit a ball into other balls, but that's the end of the similarities. More like comparing footall and rugby. Roughly same equipment, different rules and goals. In pool the different games can make a huge difference in difficulty, as in billiards. Anybody can run a couple of balls in 8-ball, but try that with one-pocket or banks. In billiards, making a run is easy until you step up to 3-cushion. Completely different skill sets.
