By definition, extinction means that the whole species died off and there's no way to reproduce more of these specimens. If there is no way to make more of these specimens, there's no way to "evolve". Of the creatures that survived the extinction, one could argue that they have "evolved" since they adapted to the new environment and were able to reproduce.

Dinosaurs didn't re-evolve because other species took over. Throughout the time that dinosaurs existed, there were also primitive mammals present. However, at the time that they evolved, conditions favored the rise of dinosaurs to supremacy. So mammals basically had to make do with environmental niches that dinosaurs could not occupy. Then something happened (probably a major meteorite impact induce winter) caused the extinction of the dinosaurs. These cold conditions favored the survival of warm-blooded animals (birds and mammals). By the time this "meteorite winter" ended, mammals and birds outnumbered the reptiles. Therefore, they were able to out compete the reptiles in most niches and evolved to dominate. With mammals and birds taking over, the reptiles were not able to evolve into dinosaur-like species again. So, just as the dominance of dinosaurs limited the evolution of mammals, the dominance of the dinosaurs' successors limit the evolution of surviving reptiles.

Because they're extinct. They can't come back. How could they? You'd need two species to mate with one another.

Maybe they will. Species evolve from similar species. There are a few dinosaur-like species around - lizards etc. Given enough time something like a dinosaur might reappear. Remember it took 4.3 billion years for them to appear the first time!

Dinosaurs were gone, and the species from which they were evolved were gone. The conditions that led to their demise persisted long enough to wipe them out.

Nothing dinosaurish will evolve again until (if) the conditions return to the conditions that were present then dinos evolved in the first place.

Because they didnt exsist. lol they were all gone because they couldnt adapt fast enough. The same could happen to us. THUS SINCE THEY DIDNT EXSIST ANYMORE THEY COULDNT EVOLVE AGAIN.
