My understanding is that when a Scientific Method is implied, there have been fairly controlled measures taken in the testing that may then be applied to the continued use of a given Method.
That is to say The Tests used to prove or disprove the method, situation, product, whatever "it" is...were conducted under very exacting and controlled conditions, so as to provide a base line of understanding, that under THESE conditions, THIS is the expected result.
