yes, and it should be safe for everyone. sometimes, people work in unsafe environments. one has to follow the rules and watch out for problems. one can work safely in an unsafe environment.
I think there should be, not sure if one is there right now. We don't work to get ourselves into any danger. Its the duty of the employer to make sure the standards set are high in safety.
In the UK this is covered by the Health & Safety at Work Act 1974.

There is a human right to a safe everyplace
There is in America. I am unsure if it is available elsewhere, although it should be.
