    Actually there are 21 middle east countries.I think the answer for it is UAE

    Religion has nothing to do with this point. Nor does the Middle East put a boundary around corruption in government, corruption is rife in most if not all governments as shown by many publisised scandals...and think of the many that are not found out?

    I am a westerner living in the Middle East so have seen both ways of life and both corrupt societies and i choose to live here over the West.
