five seconds. it does not take much experience to guess how fast a car is moving. we have a 35 mph zone near our home and people drive 45 just to get to the onramp to the interstate. and when I am driving 65 on the interstate and a car passes me, I can judge whether is it going 70 or 80 or faster. you can probably do it, too.
Before the police started using radar they were supposed to follow you an amount of time to clock your speed but I don't remember what it was.
They can mark off a space and count the seconds it takes for a car to cover that area and tell exactly how fast a car is going. After a little practice, it's as fast and more reliable than the speed gun. DudeLer 2 is right.
If plea bargaining resolves most cases then when does "beyond a reasonable doubt" ever get a voice/chance/test? How is that reasonable?
