Does this mean full beam? if so, you have to dip your lights when going through towns, cities, any populated areas, and also when another vehicle approaches from the other direction or if you come up behind another vehicle.
I've just read the other thread.......I know they're speaking english (of sorts) but I didn't understand what most of that was about. Is it a competition to see how many times somebody can write f**k. Why would you bother with these morons ?
Anyway, to answer the question, I assume "brights" are main beam, you would be expected to dip them when another car approaches or you are behind another car.

Because the glare can is pretty powerful and can temporarily blind other drivers, causing accidents.
