What does "there is nothing so useless as doing efficiently that which should not be done at all" mean?

    Expending a lot of thought into making something really efficient, a something which should not be done at all is a stupid idea.

    For example, let's say that your goal is to run an empty train around the city, 24 hours a day for no particular reason, and you spend millions of dollars to make that train run very efficiently, taking as little fuel as possible, and causing as little traffic congestion as possible.

    Isn't it stupid to have done that? Waste all that energy and time on a such a worthless goal?
