Sure. I would not however tie them in, may not be good if the boat flipped or ran into something. Most dogs are very able swimmers. Would not be a concern for me but I don't know you or the dog.
you can put them on a lesh then tie the lesh in the bodom of the canoe so they cant jump out

One of your other replies suggested he be tied is the only reason I mentioned. Up to a short time ago I had two two dogs that both loved the water and though I have a place by a lake I'm not a big fan of going onto - I believed they would have loved it, know they enjoyed their swims. +5
