  • By the constitution, not much. Bills are supposed to initiate in the house, then move to the senate before the president can sign. That does not preclude the possibility of a president and the party faithful coordinating legislation to make it something the president can sign. Just what the current or past presidents do that falls outside of constitutional consent is a separate subject.
