Often they are illegals or elderly. Sometimes it's just an excuse. I personally use two feet unless I am driving a stick shift. I guarantee you I can hit the break with my foot already being on the pedal faster than you can move your foot there and hit it.
They're probably the same people who have the radio blaring while texting on their cell phone while eating a Big Mac. It amazes me how some people get licenses.
All it takes is that initial fluster/confusion, and they're mashing down on what they think is the brake trying to stop the speding vehicle.
