My goldfish i have had for four years and one of its eyes has a white cloudy thing over it, what is it and is it harmful to the fish and other fish?

Sounds like a cataract. But I don't know a lot about fish. You might was to contact a vet or just put the fish in a bowl by itself in case it is contagious.
