Nobody owns a name until it is first registered.
Some people have registered thousands of names in the hope that they can sell them, but if the name is not currently registered, you can register it.
Nobody owns non-registered names. However the central authority controlling the top-level domains is ICANN - http://www.icann.org/

You're reading Who owns domain names? I know you can buy a name from a certain company like godaddy or some other company but where do they get the domain from? Who's wholesaling this bitch?
