I got a citation for 65 in a 45 while I was doing 40.

I got a warning for being 5 under.Driving back from Colorado.I had been on the road for 10 hours,it was dark.Just got back into Vermont when Barney Fife clocked me.
just 5??? no ... i have only ever gotten 1 speeding ticket and that was like doing 45 in a 30 ...
Most officers allow at least 10 mph over the posted speed limit.
The only officer that would allow any less, would be a rookie hurting for a citation.
Can civilians issue speeding tickets?
