This is obviously another thing that varies from country to country. In Britain if I was driving somebody else's car on my insurance policy it would only cover third party damage, so the claim would almost certainly have to be made on his policy if his car was also damaged.
In this case only his no-claims bonus would be directly affected, although I would have to notify my insurers when my policy came up for its annual renewal. They may well, at that time, decide to weight my policy.
Of course, if my friend's insurance policy didn't cover me our friendship may well come under considerable strain.
If you loaned your vehicle to your friend for his personal use, then he and his insurance are responsible for all the damages, if the accident was his fault.
If he has no auto insurance, then your auto insurance would become involved and then your rates would go through the roof.
