Is it possible to build a parking garage deep enough to hit an aquifer, but with its walls sealed up well enough to impermeably keep the aquifer out?

    It is theoretically possible - they build tunnels under water, after all.

    However, it is very difficult to control flowing water (the pressure is difficult to manage) and very expensive.

    Realistically I don't think it could be done sucessfully long term. What ever made you think of that?
