Europe is a continent, and therefore isn't capable of feelings. It did raise a lot of eyebrows when Intel, the world's largest company, announced the formation of Intel Labs Europe with "open labs" being formed in Leixlip, Ireland and Munich, Germany.
Intel is already the subject of a four-year-old antitrust probe of Intel's business practices investigation by the EU.
When a company is richer and more powerful than the government of many European Countries it is very scary.
