Are there any free utilities that will let me edit a MPG or AVI video clip frame-by-frame, and/or let me save/load individual frames as JPG or BMP, and/or import/export individual frames to Photoshop?

I use Media Player Classic:Home Cinema, and that can advance frame-by-frame and take JPG snapshots. http://mpc-hc.sourceforge.net/
