Technically it's not, but it is effortless to get away with. It is probably more acceptable now because most people are okay with it. It doesn't bother them as much as the ToU says it should. That's great.
It may have become acceptable but not to everyone.
One possible explanation might be that people who use foul language believe that they are perceived as tough cookies, but all it does is, it proves a lack of style.

When AB members change their names without notice I think they owe it to those on their "Friends" list to notify them. What do you think?

+6 Just do not see the need when foul language is used to verbally abuse people. And I cannot say that I agree that most people are okay with it, certainly not in my circle of friends on here or in my life.

I very rarely see people using foul language to abuse people, although I do see plenty of verbal abuse on this site without it. I can assure you, it's just as bad as if off limits words are used.
I think many people are okay with it, and the rest don't consider it enough of a problem to get worked up about. This is clear by the fact that the rule against foul language is virtually unenforced. I've been saying whatever I wish for my whole time on this site, and I've only gotten in trouble for it once.

O don't get me wrong I am not worked up about it. Just cannot for the life of me understand the double standards. Some questions get flagged and yet others do not. Does this then mean that AB staff have blue eyed people on here.

The flags have been fucked up for a long time now. It has been said that the flagged posts are not reviewed thoroughly, and many of them simply get deleted without even having someone look at them. So, don't try to find sense there.
