YES, you can file your W4 any old way you want (although the IRS is NOT fond of 'exempt'), as long as you 'belly up to the bar' come 4/15!
The withholding exemptions and status are not directly related to the exemptions on a tax return. You are allowed to have more tax withheld but you may not have less tax withheld than entitled to. The IRS never sees the W-4.
