The insurance industry won't allow reform.
The medical lobby and insurance company lobbys are very strong and wield a very strong voice in funds to certain election campaigns.
Of the many issues in American life, profit margins are sacrosanct.
The Government will not allow it, why even work.
They have. For example, in 1996 President Clinton signed HIPAA in to law, which was a healthcare reform bill.
Of course, I suspect your real question is not about reform, but about full scale government run healthcare. The answer to that question is because government is less efficient than the private sector, and because government run programs take away the freedom of choice.
